Unlocking the Future of Military & Veteran Education Benefits Through Innovation

Military-affiliated students, including active-duty service members, veterans, and their families, face persistent challenges in accessing and utilizing their education benefits. Despite $12 billion in annual federal investment, only 54% of enlisted veterans use these benefits, and just 47% complete their programs. Among active-duty service members, participation in Tuition Assistance (TA) remains at a low 25%, underscoring a significant gap in benefit utilization. These statistics point to a systemic issue: despite the availability of funding, many eligible students struggle to navigate the complex, bureaucratic processes required to access and maintain their benefits. Inefficient administrative systems, outdated technology, and evolving regulatory requirements create unnecessary barriers, limiting the full potential of these federally funded programs.

Higher education institutions play a crucial role in administering these benefits, yet they are often equipped with inadequate tools to do so efficiently. Student information systems (SISs) were not designed with military-affiliated student needs in mind, leading to fragmented and labor-intensive processes. Institutions are forced to rely on spreadsheets, disconnected databases, and manual workarounds that introduce errors, slow down approvals, and create compliance risks. This lack of technical infrastructure results in:

  • Processing delays - Slow benefit approvals leave students uncertain about tuition coverage and other financial benefits.
  • Communication gaps - A lack of real-time coordination between students, administrators, and government agencies leads to confusion and missed deadlines.
  • Compliance risks - Complex and frequently changing legislation along with VA and DoD regulation changes increase the likelihood of errors, which can result in financial penalties and funding disruptions for institutions and ultimately students using the benefits.
  • Financial instability for students - Delays in tuition payments, housing stipends, and book allowances jeopardize students' ability to afford living expenses, forcing some to pause or abandon their education.
  • Lack of centralized data and analytics - Without integrated data systems, institutions struggle to track student outcomes, optimize support services, or proactively identify students at risk of dropping out.

Veteran and military-affiliated students who experience delays in their education benefits are less likely to stay on track academically. These learners depend on these benefits not only for tuition but also for essential living expenses, such as rent, food, and childcare. When payments are delayed due to administrative inefficiencies, students may be forced to choose between staying enrolled and meeting their basic needs.

At the institutional level, these inefficiencies place a significant burden on school certifying officials (SCOs), who are responsible for managing benefit certifications to the VA. These administrators are often overworked, navigating a labyrinth of manual processes, shifting regulations, and time-sensitive reporting requirements without the necessary technology to support their work. A lack of automation and streamlined workflows forces institutions to spend excessive time and resources on compliance and administrative tasks, diverting focus away from direct student support.

The Case for Modernization

Despite the critical role that education benefits play in helping military-affiliated students transition to civilian careers, the systems that manage these benefits have not kept pace with modern technological advancements. Most SIS platforms offer nearly nothing in the way of benefit management or functionality, failing to address the unique challenges faced by this population. As a result, institutions resort to ad hoc solutions that increase administrative strain and create unnecessary hurdles for students.

To address these challenges, the higher education community must prioritize investment in modern, technology-driven solutions that seamlessly integrate with existing SIS platforms while automating compliance checks, improving communication, and reducing processing times. A shift toward cloud-based, automated platforms can:

  • Eliminate manual data entry - Reducing human error and significantly accelerating benefit processing times.
  • Enhance compliance management - Providing real-time updates on regulatory changes and automating compliance checks to reduce risks.
  • Improve student engagement - Offering self-service tools that allow students to track benefit status, receive notifications, and communicate directly with administrators, while greater work efficiencies allow SCOs to dedicate more time to student support in lieu of benefit processing.
  • Enable seamless data integration - Connecting SIS platforms with VA and DoD systems to ensure accurate and efficient information exchange.
  • Provide advanced analytics - Allowing institutions to track benefit usage, identify at-risk students, and develop data-driven strategies to improve student outcomes.

By leveraging automation, artificial intelligence, and real-time data integration, institutions can significantly improve the efficiency of benefit administration, reduce the likelihood of compliance errors, and ultimately provide military-affiliated students with a more seamless educational experience.

For military-affiliated students, education benefits are more than just financial assistance; they are a vital resource that facilitates career advancement and long-term stability. However, the effectiveness of these benefits depends on institutions' ability to administer them efficiently and accurately. Without significant investment in technical innovation, both students and institutions will continue to face unnecessary obstacles that hinder educational success and deprive staff of the time needed to focus efforts on student belonging and success.

As more veterans and service members seek higher education opportunities, institutions must recognize the urgency of modernizing their systems to better serve this population. Upgrading technology, streamlining administrative workflows, and integrating automation into benefit management processes will not only improve student success rates but also enhance institutional efficiency and compliance.

By adopting smarter, more efficient solutions, institutions can remove barriers to access, reduce administrative burdens, and ensure that military-affiliated students benefit fully from the support they have earned.
